New Import Policy and Post Border Supervision

In a socialization event on 25 January 2018, the Ministry of Trade introduces new import policy that will shift the current border supervision to post border mechanism. This policy aims to reduce the currently high percentage of prohibited and restricted goods (LARTAS), and shift the current at border supervision to post border by applying self-declaration and risk management mechanism. 

Currently around 48.3% of the total goods listed in the HS Code are categorized as LARTAS, which require additional formalities from the technical ministries/agencies and border supervision by the Customs. The new policy aims to reduce border supervision to only 20.8% of total HS CODE by shifting the supervision of 32.02% of HS CODE to post border after the goods are released from the Customs Area. 

To shift the current supervision to post border, the government has issued 63 regulations on import provision of various products, of which 20 of those are issued by the Ministry of Trade. This policy will be implemented on 1 February 2018.

Discussion with ALFI on New Cargo Manifest Regulation

On 24 January 2018, the Indonesian Logistic and Forwarders Association (ALFI) visited EuroCham Office to discuss issued Minister of Finance Regulation No. 158/PMK.04/2017 on Delivery of Inward Notice, Inward Manifest, and Outward Manifest. This regulation has been effective since 13 December 2017 and introduces new procedures that will be gradually implemented to all Customs and Excise Service Office.

The meeting aims to assess inputs that have been submitted by both ALFI and EuroCham to the Directorate General of Customs and Excise. Inputs from both organizations aim to simplify procedures and reduce delays in customs clearance, as well as addressing redress of inward-cargo manifest, which is still a long standing problem in Indonesia.
